My Lord Duke,

I have the honour to request Your Grace's sanction for the appointment of two additional First Class Overseers, Public Works Department, required to supervise the construction of the new quay wall at North Point.

None of the present Second Class Overseers

are available or qualified for this work, and it is considered that the pay of a Second Class Overseer is not sufficient to attract candidates possessing the necessary experience and qualifications.

The additional officers appointed will almost certainly be required in comection with other harbour development works on the completion of this particular work,

Particulars of the qualifications and conditions of service are enclosed and I shall be glad if the Crown Agents may be instructed to engage and send out two officers as soon as possible.
